After PhD you’ll get 485 for 4 years, so if you’d like to pursue PhD in Australia it might be a better idea in some circumstances PhD first, then 485.

Is it wise to apply for a 485 first and then at the end of the 2 year period, apply for a phd student visa?

Impossible to get an invitation for 189 with 70 points.
State nomination for 190 or 491 – depends on the state.
Master degree- could be an option – yes.
